I am your animal control officer.

I am not the dreaded "dog catcher" or the "murderer" you call me.

I’m not the one who allows your pets to breed, then dumps the unwanted puppies and kittens on roadsides and in shelters. 

I’m the one that must find the tiny animals before they die of starvation, exposure or disease and, as an act of mercy, exterminate them. 

It hurts me to be forced to kill hundreds of thousands of animals each year, but because of YOUR irresponsibility, I have no choice.

I’m not the one who abandons unwanted animals on the farm roads, telling myself that some friendly farmer will surely take them in and give them a safe home. But I am the one who picks up the frightened animals who waits in vain for its beloved master, wondering why it has been abandoned.

I am the one who must help that friendly farmer trap, tranquilize, or kill that animal because it has begun to roam in packs with other abandoned, hungry animals, killing livestock, fowl, and game.

I am not the one who breeds and fights dogs in the name of “sport”. But I am the one who fights breeders and participants, and must pick up the dead and dying animals that have been left behind.

So remember, the next time a stray dog bites your child, your trash is dumped and scattered, your pet is lost, stolen, poisoned, or hit by a car, it is the Animal Control Officer you call. Not the “dog catcher”.

The next time your pet is picked up, or you are cited for neglecting or abusing it, remember that I am only trying to get you to fulfill your responsibility to your pet, your neighbor and yourself. Do not scorn me. 

Respect me, for I am the product of your irresponsibility.

THE PASSING OF A FRIEND - JEANNE KROEGER

It is with regret that this informs you of the passing of a friend of the Devore shelter - Jeanne Kroeger.

Jeanne Kroeger worked for the County of San Bernardino for 20 years from 1985 through 2005.  Jeanne always had a love for animals and was originally hired as the Animal Shelter Supervisor for the County’s new animal shelter facility in 1985. She was also a certified veterinary technician and taught for a number of years at a local college.  She was promoted to the position of Program Manager or Director of the San Bernardino County Animal Care and Control program and was instrumental in advancing a variety of programs that are still in place today to help animals in San Bernardino County, California.

There are two specific programs that Jeanne initiated that require mentioning.  The first is the San Bernardino County spay/neuter voucher program that provides financial assistance to help residents obtain affordable spay/neuter surgeries for their pets.  This program has assisted pet owners in sterilizing thousands of dogs and cats, which has prevented the births of numerous unwanted puppies and kittens.  Jeanne was recognized on the tenth anniversary of this national award winning program by POPCO in 2011. 

The second was the formation of a non-profit organization, the Animals aRe First Fund (ARFF), which assists in raising needed financial resources to support a variety of programs and efforts to help homeless animals.  Jeanne was a founding member of ARFF in 2004 and it was one of her desires to establish this non-profit charity to benefit animals prior to her retirement in 2005. She requests that in lieu of flowers, donations be made to help animals. http://www.arffund.org/

Jeanne retired to the small Oregon coastal town of Waldport/Seal Rock. She was an artist at heart and taught classes at a local art gallery. She enjoyed her life in this scenic town working on her photography and in polymer clay. Please visit her site and enjoy her art. Her personality shines on.

REGULATION OF RESCUES TRANSPORTING DOGS

The State of Virginia has just passed a law regulating rescues and shelters about reporting to potential adopters about a previous history of bites with cats and dogs. This came about as a result of a horrendous attack by a newly adopted pit bull who killed within hours of adoption. The 'rescue' that adopted out this pit did so with a shock collar on it, and instructions to the new owner about removing the collar. As soon as the owner did remove the collar, the pit went after her mother and killed her. To top it all, this same rescue has many complaints and is still in business.

This is in addition to so many attacks and deaths by recently adopted dogs, especially pits. 

We must do better adoptions. The movement of more adoptions is not the path, better adoptions. Pushing pets out the door to brag about numbers is unethical. Unfortunately the horrible Hayden Law forces this path on our shelters, no longer can all their experience dictate what is in the best interest of our pets and public safety. Please repeal the Hayden.

MORE PULLED DEVORE DOGS ABANDONED BY ACTIVIST/RESCUER

Pledges, donations, are collected while an animal is still in the shelter. Maybe a 'puller' will come along and take the pet out when these pledges are waved in front of them. And if one does, oh how they celebrate "RESCUED". But what is the reality behind it? This is but one, there are others, and it is happening all too often.

FORMER DEVORE DOGS IN NEED OF RE-RESCUE reads the facebook posting. You can't even count the responses in the comments and cross posts. And those pledges came too. Then the announcement that 'Hancock' had been rescued or rather pulled from Devore. Great news you think. Not the end of story.

Hancock was abandoned at Loma Linda Veterinary Clinic by the puller/rescuer/activist with a $4000 vet bill and four other dogs also abandoned there. They were abandoned December 8th and as of yesterday, they are still there. But the begging for pledges, once again, has already started.

The clinic agreed to release the dogs to the 'puller' for $2000 but the 'rescuer' said to send them back to Devore stating "maybe they'll get adopted again". Does this sound a little scammie to you? Revolving dogs, get money, pull, abandon, get money again. The most worrisome thing is that this person has pulled several dogs from San Bernardino City shelter as well and was accused of killing 10 dogs in Texas. And a well known advocate against the City shelter needs to explain her relationship with this person.

WHY DO SHELTERS HAVE EMPTY CAGES AND STILL EUTHANIZE?

This is a bone of contention for No Kill and shelters. Merritt Clifton has the explanation. May not be what we want to hear but reality often is that way.

The common element may be simply that agencies have insufficiently explained to rescuers how shelter space is allocated.

The trick,  for animal control shelter management,  is to have adequate capacity to handle whatever crisis comes.  This is often complicated because many animal control shelters are too small for their communities––even with more nonprofit humane societies,  no-kill sanctuaries,  and shelterless rescues helping to house impounded animals than ever before.  The total capacity of every dog and cat shelter and rescue in the U.S. today is under 500,000.  Total shelter arrivals run close to eight million,  16 times the available cage and run space.

5,000 MICROCHIPS DONATED TO DEVORE

The Animals Are First Fund, AARF, a nonprofit started by the County of San Barnardino Animal Care and Control two years ago to raise money for animal control programs not covered by the County, has donated 5,000 microchips to SB ACC, and on Tuesday, it was approved by the Board of Supervisors.

This is one of three donations of microchips to the County shelters, the value of this one is over $27,000. The program has been successful in helping to reunite owners with their lost pets who come into the shelter. It also helps to reunite owners with their pets for less fees required by the shelter. 

The microchips are also offered at the weekend pet adoption events throughout the year.

STOP THE TRANSPORTS OF DOGS

There are horror stories galore about the transporting of pulled shelter dogs all over the country. Oregon wants it to stop.

Don't believe the tales of these transporters that they are saving lives, they are taking the lives of local animals by taking homes away. Are these transporters making sure the pets are altered before turning them over in other states? Are the pets vetted for diseases that might infect another state? 

Maine, New Jersey, Connecticut have passed legislation recently out of their concern for these transports. It is past time that these transports be regulated.

LA TO CANADA TRANSPORT ROLL-OVER, ARE YOU GUILTY OF PUTTING DOGS ON THIS TRANSPORT?

It finally has happened, a major accident with dogs being transported. Had this come under laws currently on the books regarding transports of animals, this may not have happened.

Are you the one who put these dogs on a transport to a country who still sells shelter dogs to research? Are you the one who sent these dogs to a country where 1 out of 3 citizens believe in eating dogs? Why didn't this Canadian 'rescue' pull from their own shelters, Canada has a pet overpopulation problem as well.

Pulling up regulations for transporting cargo in California, even if you aren't being paid, you are considered a commercial vehicle if you transport cargo especially for others. You need a commercial license. These regulations about securing and checking your cargo make complete sense. If the transporters did this, there might not have been an accident and dead animals.

ARE PET TRANSPORTS UNETHICAL?

As a rescuer, I place a radius of where I will  adopt. My view is that  you become an extended family member when you adopt out a pet that you have spent  time on. You need to be there for that pet if the family needs something. Pet transports take them away, outta sight and outta mind. But what happens to those pets? And why are they being transported into areas that are still euthanizing for time and space? Why are the receiving 'rescues' taking their own local animals and providing homes?

This article points out that transports are unethical when they are going  into places still having to euthanize for time and  space. There are many horror stories about pet transports, many. Can only make one think, how many more horror stories are out there that have been covered up.

 They even import, by the hundreds, dogs from the United States — one of the wealthiest, most educated, and most powerful nations in the world!

What does that say about us? With all our wealth, education and power, we can't solve a simple problem of pet overpopulation?

They do it with sensational media headlines, television cameras running, frantic pleas sent out via facebook for money, for fosters, for adopters. Meanwhile, behind the scenes, Canadian dogs languish in shelters month after month, or are shot in annual culls across northern Canada, or are euthanized by the animal control facilities charged with their care and protection. And no one seems to give a damn. Certainly not the importers bringing truckloads of needy dogs into the country.

INVESTIGATIONS IN WASHINGTON STATE OF TRANSPORTS OF PETS

Another article about the transports of pets from California to the NW. This is an unregulated industry, generating money. It is responsible for many scams and schemes, and the shelter pets are paying the price.

The On Your Side Investigators learned pet transport in Oregon is largely unregulated. The Oregon Department of Agriculture (ODA) is responsible for making sure dogs and cats that come to Oregon pass a vet inspection - called a Certificate of Veterinary Inspection to prevent the spread of disease - but that's it. 

While the state does have laws on the travel conditions for pets, there's no one at the state to enforce them. The ODA also told KATU that no one at the state level tracks pet relocations.
Not only that, the ODA relies on local agencies to enforce animal abuse and neglect laws.

Every year thousands of animals are admitted to San Bernardino County Animal Shelter facilities, which include the Big Bear and Devore Animal Shelters. Last year alone, over 16,000 animals were admitted to these facilities. The homeless animals in San Bernardino County need your help and ARFF is the only non-profit charitable organization established to specifically aid and help the animals cared for at these facilities.

In calendar year 2013, the following are just a few of the many ways ARFF provided direct support to the animals cared for at the County’s Animal Shelters:

• Paid for the spay/neuter surgeries for animals adopted during the County’s fifty two (52) off-site adoption events held in 2013. A total of 289 surgeries were paid for as a result of our donor’s generous support.
• Sponsored the 2nd Annual Homeward Bound Mega Pet Adoption Event which was held in June 2013. Invited the County’s “animal rescue group partners” to participate in this event which resulted in 162 pets being adopted into new homes.

The rescues and activists keep asking for extensions on available animals with no one coming to adopt them. 

This fire should serve as a forewarning to the rescues, activist, and others that keeping the shelters at near full capacity when emergencies like this can happen will lead to those animals being 'held for rescue' potentially being euthanized with little to no warning.

The rescue, activists, and others will post on the web that the shelter 'is having a blood bath'; when they are not even in the area of the shelter, don't know about the current fire conditions (red flag warning, actual fire emergency, etc.) and will continue to post lies about the shelter.

Please stress California is in a drought and the areas are very prone to wild fires. You may want to use the OLD FIRE and GRAND PRIX fire from several years ago, how many days those fires went out, how many people died, how many homes were lost, etc.

The activists think the shelter should just make more room or the evacuees should keep their animals with them. What happens when the evacuees are at work or away from home when the fire breaks out. they cannot get home to get to their pets or possessions and it is up to the animal control officers to enter the fire evacuation area and truly rescue those stranded pets.

You may also want to reference how Devore tried to alert rescues during a prior fire event and the activists began posting that the shelter itself was on fire. Yet none of them came to the shelter and tried to help. I know, I asked the staff when I saw the posts. I guess if you are out of the state, you can post all of the lies you want about the shelter, but when the chips are down they are no where to be found. Must be nice to throw stones at glass houses from thousands of miles away and feel good about yourselves.

SHOULD THE CHILDREN OF SHELTER WORKERS BE RAPED?

Of course not, what a silly question. Yet, on a facebook page of Maria Sanchez, this was in the comments stated by one of her followers. Yes, Maria once again is in the news due to her poor decision making.

Watch the video. Maria resists the officers, wraps her leg around a post even. Totally outrageous behavior for a grown woman. Does this behavior accomplish anything? It got her kicked out of the shelter and then media coverage. Does this help the shelter animals? Hardly, in fact she has done more harm to them. The public is afraid to go to the shelter now because no man wants to put his family in a situation to see such a display. Then the message that Maria sends about all the 'killing' at the shelters, that same man doesn't want to chance his family seeing that 'killing' either. So the man takes his family to the nice Petsmart store on Saturday to adopt instead. Don't think those pets in Petsmart come from our shelters, the 'rescues' in California get plenty of calls for owner surrenders, they pick the best of those calls, and the others, the rejects, end up at the shelter. If you want to do business with a rescue, be sure and ask them if they take animals from the shelter, if they do, the those are the real rescues, not the wannabes using the generic term rescue.

It is one thing to rant and rave about potholes in the street, but quite another when you apply this behavior to shelters where lives are at stake. If anything, no matter how bad a shelter is in your opinion, you should always tell the public how wonderful it is and how wonderful the pets are, so the public will go to adopt. We need to be the cheerleaders for shelters. Then you take your fight behind closed doors. Lives are at stake, let me remind you again. The public has never come running to save shelter pets when the bad comes out, in fact, adoptions for the public will go down. You could have more 'rescues' to come, but it is public adoptions that the shelters depend on.

Now the followers of Maria are being told that dogs were 'killed' in retaliation by the shelter. This is based upon the philosophy that she and her followers embrace, No Kill. Their philosophy teaches them that all shelter workers are serial killers of pets, horrible people who awake each morning looking forward to 'killing'. This philosophy has done much more harm than any philosophy ever before in the humane community. Fortunately the truth is coming out on this movement that has destroyed shelters such as Philadelphia and Indianapolis.

The horror stories abound with these transports. Imagine being hauled over a thousand miles in a UHaul, only two people. Now I ask you, how can two people do potty walks, etc. for a dozen or more dogs. Do you realize how long that would take? It appears from all reports that these poor transported dogs don't get potty breaks, they have to stay in their urine, feces, and vomit for the entire trip.

Stop this practice. Transporting dogs into areas still euthanizing for time and space in their own local shelters is immoral and unethical.

DEVORE DOGS SENT TO A LIVING HELL, THAT IS NO KILL FOR YOU

There have been prior posts about the Olympic Animal Sanctuary in Folks, Washington. Washington state is a favorite dumping ground for those 'activists' who hate Devore. We have found that many a poor dog has been abandoned by the 'activists' on several occasions.

This website calls into question why these Devore dogs were abandoned at this house of horrors. OAS claims to take the dogs that everyone wants to kill. That translated is dogs with problems, dangerous dogs, etc. Not dogs that just need a little attention.

Dogs Deserve Better travels across the country with two of the former Olympic Animal Santuary dogs, Marty and Princess, from Arizona to Virginia in January 2014. Marty and Princess (formerly Waldo aka Cesar and Sheba) were part of the feral pack of Devore Shepherds that arrived at OAS in Forks, Washington in July 2012. We are told they then spent the next 1.5 years living in crates when the rescue thought they were going to a sanctuary.

They will now be living at the Good Newz Rehab Center, and we suspect Marty will quickly find his forever home as soon as he's house trained. He's already puppy pad trained in just three days. Princess is fairly shy and was feral, so she will need longer to rehabilitate, but she will have all the time she needs at the Center in Smithfield, VA.

Thought?? Thought they were going to a sanctuary? Did this rescue not step up and make sure that the dogs were going to a reputable place? Besides, it appears that these dogs are trainable with some effort.

These 'activists' aren't helping animals, they feed their egos to say "They're alive!" Shades of Frankenstein, what kind of lives are these 'activists' condemning animals to.

2013 - THE DEMISE OF THE NO KILL EQUATION MOVEMENT

Now's the time to tell the No Killers at Devore to take a hike, the program doesn't work and it is their time to realize it. They need to realize that they have actually caused much more harm than good at this point. Delaware went down in flames because of the No Kill Equation, the Companion Animal Protection Act (CAPA), and now California is in the midst of taking the wrong path as well via the White Paper.

"The CAPA draft promoted by the No Kill Advocacy Center evolved out of the 1998 California legislation called the Hayden Act,  drafted by Winograd when he was director of law and advocacy for the San Francisco SPCA.  Never fully funded or implemented and now suspended,  the Hayden Act required California animal control shelters to make healthy animals available to rescue groups,  regardless of whether the animals were deemed  adoptable.

Winograd credits the Hayden Act with a substantial role in reducing shelter killing in California from 588,000 in 1997 to 410,739 in 2012.  However,  as ANIMAL PEOPLE spotlighted in April 1993,  many California animal control shelters had already been partnering with nonprofit agencies to rehome animals in rapidly increasing numbers for at least 10 years before the passage of the Hayden Act.   In addition,  the annual volume of shelter killing in California had already been falling for 25 years."

The last thing we need in California now is to 'shore up' the horrid Hayden that has and is holding our shelters hostage. 

Along with the Hayden, hoarding among rescues has increased. Cruelty traced directly back to the No Killers pulling animals and shipping them to unknown sources abounds. 

"The Hayden Act did not require nonprofit shelters to meet any animal care inspection standards before receiving animals from animal control agencies.  This weakness of the Hayden Act was exposed when the operators of three California “no-kill” rescue networks were convicted of running dogfighting rings soon after it passed.  At least 20 nonprofit “no kill” animal shelters and rescues in California have been successfully prosecuted for mass neglect just since 2010."

The No Kill Equation is a dead movement now, stop listening to the followers, burn the books.

“The no-kill movement has denied the existence of overpopulation and downplayed the importance of prevention of unwanted litters,  focusing all their attention on adoptions,”  Mechler told ANIMAL PEOPLE.  “Anyone who wants to get to true no-kill,  or as close as is feasible,  should watch what is happening in Delaware.”

We are watching, and hopefully we have learned a hard lesson. The animals paid the price for one man's ego.

The Olympic Animal Sanctuary has a long and complicated story. We do know that some Devore dogs were pulled and sent to this "facility for dangerous dogs". The story is not finished either.

The question should be why the dogs were pulled from Devore and shipped to that 'facility' and the pullers just wiped their hands of these dogs evidently. Should these people be allowed to pull more, only to dump them elsewhere?

Are the ones who pulled and transported these dogs stepping up and taking them back? If so, what do they plan to do with them, they couldn't handle the dogs to begin with? Ask questions, lots of questions. What is happening on these transports to hell?

This page is for Sadie, a pit bull who was repeatedly attacked by numerous dogs and left without medical care by her owner, a supposed 'rescuer'. Sadie has been passed around like a "bag of chips".
